Every year Punjab property owners ask the same questions: has the challan arrived, how much is it, can I pay online, and is there a new tax on my tenant's rent? For 2026-27 some answers have changed. Property tax payments in Punjab must now go through the electronic e-pay system, late-payment surcharges are charged quarterly instead of monthly, and a widely shared report claimed a new "GST" on rented property from 1 July. This guide explains what was enacted, how the tax is now calculated, how to check it online with your CNIC and property PIN, how to pay through E-Pay Punjab, and which taxes apply to rented property.
Editorial note (October 2026): This guide is general information based on publicly available laws, court decisions, regulator notices and market reports as of October 2026. What changed in property tax Punjab for 2026-27
The Punjab Finance Bill 2026 was presented on 16 June 2026. As Dawn reported, it proposed mandatory electronic payment of tax under the Punjab Urban Immovable Property Tax Act, 1958, ending manual payment, and a quarterly instead of monthly late-payment surcharge. KPMG's July 2026 review of the provincial Finance Acts confirms both measures are in the enacted Punjab Finance Act, 2026.
Two further measures were announced with the budget but do not appear in KPMG's summary of the Act, so treat them as announced rather than confirmed in the statute: a 20% cap on capital-value-based assessments for existing taxpayers on the rolls before 1 January 2025, and a 5% discount for owners who use self-assessment. Zameen News reported both, along with E-Pay Punjab as the payment route.
| Measure | Status (October 2026) | What it means |
|---|---|---|
| Mandatory e-payment | Enacted, Punjab Finance Act 2026 | Pay through a PSID, not a manual challan |
| Quarterly late-payment surcharge | Enacted | Added on 1 October, 1 January, 1 April and 1 July on tax unpaid at the previous quarter-end |
| 20% cap for taxpayers assessed before 1 January 2025 | Announced; check notification | May limit increases under capital-value assessment |
| 5% self-assessment discount | Announced; check current terms | For properties assessed through self-assessment |
| 16% sales tax on rent | Not new; applies to non-residential rent since the 2025-26 budget | See the rental section below |
How the tax is calculated now: capital value, not rent
For decades the tax was based on annual rental value (ARV): the rent a property could reasonably fetch if let from year to year, taxed at 5%. The Excise, Taxation and Narcotics Control Department set annual values from locality-wise tables that treated land and covered area, residential and commercial, and self-occupied and rented property differently. That is why older challans often show far more tax on a rented house than on an identical owner-occupied one.
The Punjab Finance Act, 2024 replaced this with a capital value system from 1 January 2025. As KPMG's review of the 2024 Act explains, tax is charged on "taxable value" taken from the valuation table notified under the Stamp Act, 1899, which in practice is the district DC valuation table. The Schedule sets these rates:
| Taxable value (DC table) | Residential | Commercial |
|---|---|---|
| Up to Rs 5 million | Exempt | 0.07% |
| Above Rs 5 million to Rs 10 million | 0.07% | 0.07% |
| Above Rs 10 million to Rs 25 million | 0.08% | 0.08% |
| Rs 25 million and above | 0.09% | 0.09% |
There is also a floor for existing taxpayers. If the new calculation gives less than the tax payable on or before 31 December 2024, the owner pays the old amount plus 10% (plus 20% at Rs 25 million and above) until the capital-value tax catches up. The government can amend the Schedule by notification, so check your own challan.
As a rough illustration, a house with a DC-table value of Rs 20 million sits in the 0.08% band, about Rs 16,000 a year before any discount, cap or floor, assuming the band rate applies to the whole value as the table reads. The Excise website links to a "UIPT Property Tax Calculator", but your official assessment is what counts.
Self-assessment came with the same reform: you assess your land and building, submit online with a declaration of correctness, and pay on that basis. Assessments can be audited at random, and if a variation is found the tax is corrected and a one-time penalty equal to the tax evaded can be added.
Exemptions and relief
- Residential property worth up to Rs 5 million on the DC table is exempt. Commercial property in the same band is not.
- Hardship cases: a government-notified grievance committee can exempt land and buildings from all or part of the tax, with reasons recorded.
- Older exemptions listed on the Excise website include widows, minor orphans and disabled owners up to a limited tax liability, one house of up to one kanal lived in by a retired government servant, and religious and government buildings. The 2024 amendments rewrote the exemption section, replacing the old 5-marla rule with the Rs 5 million test and dropping some clauses, so confirm your category with your district Excise office.
How to check property tax Punjab online by CNIC and PIN
For a property tax Punjab online check by CNIC, note that the department's verification system asks for your CNIC and the property's PIN together. A CNIC alone will not bring up a property. As of October 2026:
- Open excise.punjab.gov.pk and go to the property tax section, which links to the online challan verification system. Use the official site, not search ads or look-alike pages.
- Enter your 13-digit CNIC.
- Enter your Property Identification Number (PIN), the long number printed on your PT-5 property tax challan. It is unique to the property record, so last year's challan works if this year's has not arrived.
- Click Search and complete the security check.
- Check the owner, occupier and tax details, especially use (residential or commercial) and area, because an error in either changes your tax.
If you have no challan or PIN, visit your district Excise and Taxation office with your CNIC, ownership papers (registry, fard or transfer letter) and any old challan. The same verification system also lets you file an appeal or review petition against an assessment.
How to pay property tax Punjab online through E-Pay
- Install the ePay Punjab app or visit epay.punjab.gov.pk, register with your name, mobile number, email and CNIC, and verify the one-time password.
- Choose Excise and Taxation, then Property Tax, and enter the property details requested. Keep your challan and PIN to hand.
- Generate the challan to receive a 17-digit PSID with an expiry date.
- Pay the PSID through internet or mobile banking (1Link government payments), an ATM, or a bank branch that accepts PSID payments.
- Save the receipt and re-run the online check a few days later to confirm the payment has posted.
If your challan arrives late and its PSID has expired, you do not need a new challan. Generate a fresh PSID on E-Pay and pay before it expires.
Due dates, surcharges and penalties
The old monthly surcharge has been replaced by four quarterly checkpoints:
| Tax still unpaid on | Surcharge added on |
|---|---|
| 30 September 2026 | 1 October 2026 |
| 31 December 2026 | 1 January 2027 |
| 31 March 2027 | 1 April 2027 |
| 30 June 2027 | 1 July 2027 |
If you missed 30 September, the first surcharge has already been added, and paying before 31 December avoids the next. The summaries we reviewed do not give the quarterly percentage, so go by the amount shown on your PSID. One June 2026 report gave different dates (31 October, 31 January and so on); we have followed Dawn and KPMG, which agree.
For persistent defaulters, the Excise department lists a penalty of up to the amount of the tax, a notice directing the tenant to pay rent into the treasury until the tax is cleared, and recovery as arrears of land revenue under the Land Revenue Act, 1967. The 5% self-assessment discount is separate from past early-payment rebates. For 2025-26, for example, 5% was offered for payment by 31 August 2025, and we found no confirmed early-payment rebate for 2026-27.
Tax on rental property in Punjab: three different taxes
"Property rent tax" can mean three separate taxes, collected by three different bodies.
| Tax | Collected by | Who is liable | What it covers |
|---|---|---|---|
| Urban immovable property tax | Punjab Excise and Taxation | Owner | Urban land and buildings, on capital value |
| Sales tax on renting immovable property | Punjab Revenue Authority (PRA) | Registered landlord or property manager; tenants can be required to withhold | Non-residential rent at 16%; personal residential dwellings exempt |
| Income tax on rent | FBR | Owner; certain tenants deduct at source | Rent received during the tax year |
What the "GST on rental property from July 1" report means
In June 2026, Zameen News reported a 16% "GST" on rented properties across Punjab from 1 July, including smaller residential properties rented out by owners. The tax is PRA's provincial sales tax on services, not federal GST, and it is not new. The Punjab Finance Act, 2025 moved the Punjab Sales Tax on Services Act, 2012 to a negative list, so any service not specifically exempted became taxable, and commercial rent became taxable at the standard 16%. As law firm ABS & Co explains, "renting of personal dwellings for residential use" is exempt.
KPMG's summary of the 2026 Act shows no change to that exemption, and we found no PRA notification extending the tax to homes let to families. Until PRA says otherwise, a house or flat let as a home should remain exempt, while shops, offices, warehouses and plaza units are taxable. If a residential building is let for commercial use, such as an office, take advice.
The 2026 Act also raised the reduced rate for property dealers and realtors, and for real estate management and rent collection services, from 5% to 8% without input tax adjustment, so an agent who collects rent for you will invoice at the higher rate.
Rental income is also taxed by FBR under section 15 of the Income Tax Ordinance, 2001, and prescribed tenants such as companies and government bodies deduct tax from rent under section 155. For the federal changes, see our guides to 236C, 236K and filer status in Budget 2026-27 and Section 7E and property owners, and our overview of property taxes for buyers and sellers.
A practical checklist for owners and landlords
- Find the PIN on an old challan and keep it with the property's documents.
- Run the online check every summer, well before 30 September, and compare the owner, use and area with reality.
- If a house is worth Rs 5 million or less on the DC table and you are still charged, ask about the exemption.
- After a sale, make sure the Excise record is updated. Buyers should ask for the last paid challans before completing the deal.
- If you are buying to rent out, add these taxes to your holding costs. Our Lahore 2026 investment guide and landlord's guide to rental management cover the other numbers.
If you manage many rented units or a society's commercial blocks, CAPITALESTATEPK can keep each unit's challan copies and payment receipts in its document vault, next to the rent ledger, so book a demo if that would help.
Frequently Asked Questions
Can I check property tax Punjab online by CNIC only?
No. The verification system asks for your CNIC and the property's PIN from your PT-5 challan. Without a PIN, use last year's challan or visit your district Excise and Taxation office with your CNIC and ownership papers.
Do I pay property tax on a house worth less than Rs 5 million?
Under the capital-value Schedule, residential property with a taxable value of up to Rs 5 million on the DC table is exempt. Commercial property in the same band is taxed at 0.07%.
Is there 16% sales tax on house rent in Punjab?
Not on a home let for residential use. The 16% PRA sales tax applies to non-residential rent, and "renting of personal dwellings for residential use" is exempt. Reports that small residential rentals are now covered could not be confirmed, so check PRA's current notifications.
What is the last date to pay Punjab property tax for 2026-27?
Pay by 30 September to avoid any surcharge. Unpaid tax then picks up a surcharge on 1 October, with further checkpoints on 31 December, 31 March and 30 June.
Can I still pay property tax in cash at a bank or treasury?
The Punjab Finance Act, 2026 requires payment through the e-pay system. Generate a PSID on E-Pay Punjab and pay it through banking apps, an ATM, or a branch that accepts PSID payments.
Who pays property tax on a rented property?
The owner is liable. If the owner defaults, the Excise department can direct the tenant to pay rent into the treasury until the tax is cleared.
