If you are searching for the Mera Ghar Mera Ashiana scheme 2026, start here: the federal scheme has changed twice since its September 2025 launch. The loan cap rose to Rs 10 million, the markup became a flat 5%, and in March 2026 it was renamed the Wazir-e-Azam Apna Ghar Program ("Ghar Ho Tu Apna"). Punjab separately runs Apni Chhat Apna Ghar, and overseas Pakistanis can use Roshan Apna Ghar through their banks.
The names sound alike; the rules do not. This guide compares the three on eligibility, loan limits, cost, how to apply and how to check status. For how bank home loans work in general, see our housing finance guide.
Editorial note (October 2026): This guide is general information based on publicly available laws, court decisions, regulator notices and market reports as of October 2026. Rules, rates and procedures change — confirm current requirements with the relevant authority, your bank, or a qualified lawyer or tax advisor before acting. Mera Ghar Mera Ashiana scheme 2026: renamed, enlarged, still 5%
The scheme is a markup subsidy and risk-sharing arrangement: the government pays part of the markup and gives banks 10% first-loss cover, so banks lend to people they would normally turn away. How it evolved:
- September 2025: SBP's SH&SFD Circular No. 3 of 2025 launched it for first-time owners: up to Rs 2 million at 5% (Tier 1) and Rs 2 million to Rs 3.5 million at 8% (Tier 2), for houses up to 5 marla or flats up to 1,360 sq ft.
- 27 February 2026: The ECC approved a Rs 10 million cap, a single 5% rate, houses up to 10 marla and flats up to 1,500 sq ft, and moved existing 8% loans to 5%. The target is about 500,000 homes over four years.
- March 2026: SBP notified the revised features, as Zameen News reported. A Ministry of Housing and Works notification then renamed the scheme; the Prime Minister formally launched it on 30 April 2026.
- June 2026: SBP opened it to NICOP and POC holders and allowed bulk processing for government employees and financing of developer-led projects.
- October 2026: Required documents were cut from 25 to five, with a 15-working-day processing limit.
Current terms (as of October 2026)
- Eligibility: CNIC holders, or non-residents with NICOP or POC, who own no residential unit in their name. Business Recorder's July 2026 explainer adds that informal earners can prove income through bank statements, utility bills or mobile top-ups, and up to four people can apply jointly.
- Unit size: a house on up to 10 marla or a flat up to 1,500 sq ft. Banks state 10 marla as about 2,720 sq ft, while some coverage said 250 square yards, so confirm how your bank measures it.
- Loan: up to Rs 10 million from banks and HBFCL, or Rs 5 million from microfinance lenders, within 90% of the property cost.
- Markup: 5% fixed for 10 years from disbursement; bank product pages list 1-year KIBOR + 3% thereafter.
- Fees: no processing fee and no prepayment penalty. Installments are reportedly capped at 65% of income; banks may apply stricter limits.
Approval is not money in hand. In mid-October 2026, ProPakistani reported 75,198 loans worth Rs 448 billion approved but only Rs 76 billion disbursed, to about 14,000 applicants.
How to apply for PM Apna Ghar and check your status
- Check the basics: no house or flat in your name, a unit within the size limit, and a title a bank will accept.
- Apply online or at a branch: on the federal portal (reported as apnaghar.gov.pk) you register with your CNIC, select "Apply for Loan" and choose a bank. Or visit any participating commercial, Islamic or microfinance bank, or HBFCL.
- Submit documents: typically CNIC or NICOP, income proof and property papers. Our property documents checklist covers the title papers banks examine.
- Bank assessment: credit history, income, valuation and legal title. SBP requires a decision within 15 working days of a complete application.
- Equity and disbursement: pay at least 10%, sign, and the bank disburses, in stages for construction.
Status check: log in to your portal account, or ask your bank for the application reference and stage. In July 2026 SBP said a dedicated helpline would launch soon, so check the portal for the number. Unresolved bank complaints can go to the Banking Mohtasib Pakistan.
SBP said about 13,000 early applications were rejected, mostly for loan defaults, poor credit history or withdrawal, so clear overdue debts before applying. There is no processing fee: anyone charging to "guarantee approval" is a red flag.
Mera Ghar Mera Ashiana calculator: illustrative installment plan
Your bank issues the final schedule, but you can estimate it with the standard annuity formula: EMI = P × r × (1 + r)^n ÷ ((1 + r)^n − 1), where P is the loan, r is the annual rate divided by 12 and n is the number of months.
Assumptions (illustrative only): 20-year term, 5% for the first 120 months, then the remaining balance re-amortised over 10 years at a hypothetical 12% or 15% (1-year KIBOR of 9% or 12%, plus 3%). Takaful, valuation and legal costs are excluded. Islamic banks use diminishing musharakah, but the monthly pattern is similar.
| Loan | Monthly, years 1–10 at 5% | Balance after 10 years | Years 11–20 at 12% | Years 11–20 at 15% |
|---|---|---|---|---|
| Rs 2,000,000 | Rs 13,199 | Rs 1,244,430 | Rs 17,854 | Rs 20,077 |
| Rs 3,500,000 | Rs 23,098 | Rs 2,177,753 | Rs 31,244 | Rs 35,135 |
| Rs 5,000,000 | Rs 32,998 | Rs 3,111,076 | Rs 44,635 | Rs 50,193 |
| Rs 7,500,000 | Rs 49,497 | Rs 4,666,614 | Rs 66,952 | Rs 75,289 |
| Rs 10,000,000 | Rs 65,996 | Rs 6,222,152 | Rs 89,270 | Rs 100,385 |
The subsidy is large: Rs 5 million over 20 years at 12% would cost about Rs 55,054 a month, against Rs 32,998 at 5%. But plan for year 11, when the installment in these scenarios rises by roughly 35% to 52%. A Rs 10 million loan needs household income of about Rs 101,500 a month under a 65% cap, or about Rs 200,000 at a bank using a one-third cap.
Apni Chhat Apna Ghar (Punjab): interest-free loans for plot owners
Apni Chhat Apna Ghar is executed by the Punjab Housing and Town Planning Agency (PHATA). It does not buy you a house; it lends you money, interest-free, to build on a plot you already own. The Punjab government's programme page requires you to be:
- head of a nuclear family per NADRA, and a permanent Punjab resident per CNIC;
- sole owner of a plot up to 5 marla (urban) or 10 marla (rural);
- registered in the NSER with a household PMT score of 60 or less;
- not a loan defaulter, with no criminal record.
Recent guidance also lists an age band of 21 to 60. The loan is Rs 1.5 million, repaid over nine years at Rs 14,000 a month, as APP reported, released in stages as construction progresses. Reports say a "red entry" is placed on the plot's revenue record until repayment, so you cannot sell it meanwhile.
Already own a house? Apni Chhat Mehfooz Chhat, launched in 2026 on the same portal, lends Rs 500,000 for roof or structural repairs (about Rs 4,700 a month) or Rs 1 million to add a floor (about Rs 9,300 a month), both over nine years.
By end-June 2026 the programme reported 166,000 loans and over 105,000 completed homes, but Express Tribune reported in August 2026 that some approved applicants in Vehari were still awaiting their first instalment. See our construction cost guide for how far Rs 1.5 million goes.

Apni Chhat Apna Ghar status check and helpline
Log in to the ACAG portal with your registered CNIC and password to see your stage, or call the toll-free helpline 0800-09100. We could not verify any official SMS status code, so distrust sites claiming one, and never pay an agent: applying is free.
Roshan Apna Ghar scheme for overseas Pakistanis
Roshan Apna Ghar is not a subsidy. It is market-priced conventional or Islamic home finance for Roshan Digital Account holders, so non-residents can buy or build without flying home. Terms vary by bank; HBL's product page lists:
- non-resident RDA holder with a valid NICOP, aged 20 or above;
- Rs 500,000 to Rs 100 million for purchase or construction (renovation up to Rs 10 million);
- up to 85% financing without a lien, or 99% with a lien on RDA or Naya Pakistan Certificate deposits;
- 3 to 25 years at 1-year KIBOR + 1.5%, or 5-year PKRV + 1.5% fixed for five years;
- 50% maximum debt burden, plus a co-applicant from your family in Pakistan, or a nominee.
Since June 2026, NICOP and POC holders can also use PM Apna Ghar. If you are a first-time owner within the size and Rs 10 million limits, the 5% route will likely cost much less for the first decade; Roshan Apna Ghar suits larger or second properties. Our Roshan Digital Account property guide covers the purchase process.

In every case the title must be clean, and files in unapproved schemes cause delays. Weighing land against a finished home? Read plot vs built house. These schemes help with financing, not transfer taxes, so budget for withholding tax as our Budget 2026-27 property tax guide explains, and see our 2026 market outlook for prices.
For developers selling into these schemes
SBP's June 2026 changes let banks finance developer-led projects, so more buyers will arrive with a bank behind them, and banks release money against paperwork: allotment letters, receipts proving the buyer's 10% equity, approvals and construction progress. CAPITALESTATEPK keeps plot records, bookings, installment ledgers and receipts together, with buyer documents in a document vault, approval steps and an audit trail, so you can export a complete buyer file for the bank quickly instead of rebuilding it from registers. Frequently Asked Questions
Is the Mera Ghar Mera Ashiana scheme still open in 2026?
Yes, as the Wazir-e-Azam Apna Ghar Program. Banks are accepting applications as of October 2026, with loans up to Rs 10 million at 5% for the first 10 years.
Is the 5% markup fixed for the whole loan?
No. It is fixed for 10 years from disbursement; bank pages list 1-year KIBOR + 3% for the rest of the tenor, so your installment changes in year 11.
Can I get Apni Chhat Apna Ghar without owning a plot?

Log in to acag.punjab.gov.pk with your registered CNIC and password, or call 0800-09100 with your CNIC ready.
