Inherited Property Transfer in Pakistan (2026): NADRA Succession Certificate, Inteqal and Society Plots

When an owner dies, heirs need the right document for each asset. This guide explains NADRA succession certificates and letters of administration, inheritance mutation for land, and how a society plot moves into the heirs' names.

When a parent or spouse dies, their property does not move into the heirs' names on its own. The bank will not release the account, the land record will not change, and the housing society will not issue a new allotment letter until it sees the right paper. For most families, an inherited property transfer in Pakistan now starts with a NADRA succession certificate or letter of administration, followed by an inheritance mutation (inteqal virasat) for land or a legal heir transfer at the society office.

This guide explains which document you need for which asset, how the NADRA process works as of October 2026, what is still unsettled about fees, and how heirs and society transfer desks can avoid the usual delays.

Editorial note (October 2026): This guide is general information based on publicly available laws, court decisions, regulator notices and market reports as of October 2026. Rules, rates and procedures change — confirm current requirements with the relevant authority, your bank, or a qualified lawyer or tax advisor before acting. Inherited property transfer in Pakistan: which route applies

Each type of asset is recorded by a different office with its own process. Many families need two or three of these at once.

AssetWho keeps the recordWhat heirs usually need
Bank balances, savings certificates, shares, vehiclesBank, broker, National Savings, excise officeNADRA succession certificate, or a court-issued one if NADRA declines
Agricultural or revenue land (fard)In Punjab, the PLRA Arazi Record Centre; elsewhere, the provincial revenue officeInheritance mutation (inteqal virasat)

One NADRA application can list all of the deceased's movable and immovable assets, so collect asset details before you apply.

What a NADRA succession certificate is, and the laws behind it

Until 2020, heirs had to petition a civil court under the Succession Act, 1925, which often took years. Parliament then passed the Letters of Administration and Succession Certificates Act, 2020 for Islamabad. The provinces followed, including Punjab in 2021 and Sindh with the Sindh Letters of Administration and Succession Certificates Act, 2021; Khyber Pakhtunkhwa and Balochistan passed similar laws in 2021 and 2022.

These laws let NADRA issue a letter of administration or succession certificate for movable or immovable property, based on its Family Registration Certificate (FRC) records, through Succession Facilitation Units (SFUs). Key features:

On terms: under the 1925 Act, a succession certificate covers debts and securities such as bank balances and shares, while a letter of administration covers the wider estate, including land and houses. DHA Lahore, for example, asks for a court decree or a letter of administration issued by NADRA. Ask the bank or society which document it needs before you apply.

NADRA succession certificate process, step by step

  1. Get the death certificate and check the FRC. NADRA works from its family records, so an unregistered child or a spouse not linked to the deceased must be fixed first.
  2. Collect heirs' CNICs and asset details: account numbers, allotment letters, fard, vehicle registration books.
  3. Authorise one heir in NADRA's prescribed form to apply for all. Sindh's December 2025 amendment also allows applying through a power of attorney.
  4. Apply at an SFU. According to an August 2025 report on a NADRA notification, heirs can apply at any of 186 SFUs, whichever province the property is in. Pakistan Observer reported in September 2025 that the service was available at NADRA centres nationwide.
  5. Public notice on NADRA's web portal and in one English and one Urdu newspaper (Sindh adds a Sindhi paper).
  6. 14-day objection window from publication.
  7. Biometric verification of every heir, at any notified office in Pakistan or abroad. NADRA has said heirs can also verify through the Pak ID app.
  8. Issue. The applicant appears on a fixed date and receives the certificate. Sindh's law says this should happen within 14 days after the notice period ends.
  9. If NADRA declines, the heirs file before the competent court under the Succession Act, 1925.

NADRA succession certificate required documents and fee

The Acts list the core documents; bring originals and copies:

Fees are the least settled part. Reports since 2021 have cited Rs10,000 where assets are worth under Rs100,000 and Rs20,000 above that, and Pakistan Observer repeated these tiers in September 2025. A petition in the Sindh High Court challenged a Rs22,000 charge, and in its interim order of 16 September 2024 in CP No. D-4497/2024 the court directed NADRA not to charge any fee on these certificates other than formal fees for CNICs, FRCs and similar documents. We could not confirm a final decision, or how this applies outside Sindh. Ask the SFU for the official fee, pay only against a receipt, and avoid agents who promise to speed things up.

Can you apply online? As of October 2026 we could not confirm a fully online application. The notice appears on NADRA's portal and biometrics can reportedly be done through Pak ID, but the application itself starts at an SFU. The Acts also require NADRA to keep an online record of certificates issued, which helps banks and societies verify them.

Inteqal virasat: inheritance mutation for land records

For agricultural and other revenue land, heirs' names are entered through an inheritance mutation. According to the Punjab Land Records Authority's FAQs, any legal heir can approach an Arazi Record Centre (ARC) with the death certificate, FRC, an affidavit, property details and CNIC copies of all heirs. Field revenue staff verify the family tree (shajra nasab), and the mutation is attested at the ARC after their report. An appeal against a wrong inheritance mutation lies before the Assistant Commissioner.

Punjab's 2012 land revenue amendments made CNIC and B-form references mandatory for inheritance mutations and require revenue officers to start partition proceedings afterwards without an application. PLRA revised its service charges in July 2026, so confirm current charges at the ARC. Other provinces follow their own revenue rules.

A mutation is a revenue record, not title itself. In July 2026 the Supreme Court restored two sisters' shares 71 years after an alleged oral gift was entered in the record; as reported by Express Tribune, the court held that mutations do not create or extinguish ownership and that whoever claims a gift must prove it. Developers buying land from a family should confirm every heir is accounted for, as covered in our guide to land due diligence.

Transferring a deceased member's plot in a housing society

A NADRA certificate is only one part of a society file, and each society sets its own checklist. This table is based on DHA Lahore's legal heir transfer form and CDA's published requirements.

DocumentPurpose and practical note
Application signed by all heirsShows every heir agrees; signatures and thumb impressions must match CNICs
Original allotment or transfer letterCancelled and reissued in the heirs' names; if lost, the duplicate process comes first
NADRA letter of administration or succession certificate, or a civil court decreeProof of heirs and shares; LDA approved transfers on NADRA FRCs alone in 2020
Death certificate, CNICs and FRC of all heirsIdentity and family link; B-form for minors
Affidavit confirming the number of heirsHeirs accept liability if another heir appears; DHA Lahore wants e-stamp paper attested by an oath commissioner
Newspaper notice in Urdu and EnglishInvites objections; DHA Lahore's notice allows 15 days
No-demand certificate or dues clearanceInstalments and charges settled; private societies check the ledger
Surrender affidavit or registered release deedOnly if an heir gives up their share
Authority letters for heirs abroadAttested by a Pakistani embassy, consulate or notary

CDA's FAQ also lists a property tax clearance, a building control NOC (reportedly replaceable by an undertaking to remove violations) and a pay order of Rs5,000 for residential or Rs10,000 for commercial property; confirm current figures with CDA. The plot normally goes to all heirs jointly first; if they then sell, the buyer goes through an ordinary sale transfer, explained in our complete plot transfer guide. Punjab societies are also moving records onto the provincial system covered in our post on HSMS and property certificates.

Minors, disputes and daughters' shares

Minor heirs. Under the Islamabad and Punjab Acts, a minor heir sends the case to court. Sindh's December 2025 amendment lets NADRA process it, but the certificate takes effect for the minor's share only after a court issues a guardianship certificate under the Guardians and Wards Act, 1890. A court-appointed guardian also needs the court's permission to sell a minor's immovable property.

Disputes. An objection during the notice period sends the case to court; anyone objecting after issue must use other legal remedies (in Sindh, within 30 days). If a relative has occupied the house, see our guide to illegal possession (qabza) law.

Women heirs. In Punjab, a woman deprived of her property can complain to the Ombudsperson under the Punjab Enforcement of Women's Property Rights Act, 2021, which can call for a Deputy Commissioner's report within 15 days and should preferably decide within 60 days. Daughters, widows and sisters should check they appear on the FRC, the NADRA certificate and every mutation, and should not sign a "surrender" under family pressure.

Mistakes that stall heir transfers

How CAPITALESTATEPK helps society transfer desks

Heir transfers are where paper-based offices lose files, as our post on the legal risks of manual transfers explains. In CAPITALESTATEPK, a transfer desk can attach the heir-transfer checklist to the plot file, keep each document in the document vault, pull dues from the instalment ledger for the no-demand certificate, route the case through legal and finance approvals, and keep an audit trail of who approved what and when. If your society handles legal heir cases, book a demo.

Frequently Asked Questions

Can I apply for a NADRA succession certificate online?

As of October 2026 we could not confirm a fully online application. The application starts at a NADRA Succession Facilitation Unit, and heirs can reportedly complete biometric verification through the Pak ID app, including from abroad.

What is the NADRA succession certificate fee?

Reports have cited Rs10,000 or Rs20,000 depending on the value of the assets. In a September 2024 interim order, the Sindh High Court directed NADRA not to charge these fees apart from formal fees for CNIC, FRC and similar documents. Ask the SFU for the current official fee and keep the receipt.

How long does a NADRA succession certificate take?

The law builds in a 14-day objection period after the newspaper notice, and Sindh's law says the certificate should follow within 14 days after that. Actual time depends on publication and every heir completing biometrics; contested cases go to court and take much longer.

Is a NADRA certificate enough to transfer a society plot?

Not on its own. Societies also ask for the original allotment letter, affidavits, a newspaper notice, dues clearance and their own forms and fees. DHA Lahore accepts a NADRA letter of administration in place of a court decree but still requires the rest of its checklist.

What if one heir lives abroad?

Overseas heirs can complete NADRA biometrics at a notified office abroad or reportedly through Pak ID. Societies usually accept authority letters or affidavits attested by a Pakistani embassy, consulate or notary, so an overseas heir rarely needs to travel.
